Lothianburn Junction Traffic Trial – A702/A720
Supporting Information
1.1 Notes that Transport Scotland (and its operating company BEAR Scotland) has
implemented trial measures at Lothianburn Junction to improve traffic flows on the
A702 and A720 Edinburgh City Bypass.
1.2 Notes that these measures respond to community concerns about increased
traffic congestion on the A702 following the introduction of traffic signals at the
Hillend/Damhead junction.
1.3 Recognises the adverse impact this traffic congestion has had on critical bus
services, including Lothian Buses routes 15 and 4, and the 101 service which
operates as far as Dumfries.
1.4 Further notes that this trial represents the first significant change to traffic
arrangements at Lothianburn Junction since the relevant sections of the
Edinburgh City Bypass were constructed in the 1980s, and that the junction
remains a major and busy interchange on Scotland's strategic road network.
Proposed Action/Decision
2.1 Thanks Transport Scotland and BEAR Scotland for implementing the current trial
measures at Lothianburn Junction.
2.2 Requests that Council officers keep Committee members informed of progress
with the trial, including through regular Business Bulletin updates and any other
means they consider appropriate.

Item 9.2 - Lothianburn Junction Traffic Trial -
A702/A720
Add at the end of Supporting Information:
1.5 Notes the concerns raised by Spokes and others in relation to cycle safety resulting
from the trial measures.
1.6 Appreciates that the trial is not being conducted by the Council, but notes that the
safety concerns begin around 200m north of Lothianburn Junction, on Biggar Road,
where road users approaching the junction are instructed by temporary signage to switch
lanes according to their direction of travel.
Add at the end of proposed Action/Decision
2.5 Requests that officers meet with BEAR to discuss the concerns in relation to cycle
safety highlighted above, and to consider options to improve cycle safety as part of the
trial, reporting back in the Business Bulletin within 2 cycles.

9.1 Motion by Councillor Cuthbert - Lothianburn Junction Traffic Trial – A702/A720
Spokes Planning Group notes with concern that Councillor Cuthbert’s Motion omits any mention of
safety for people cycling through the A702/A720 Lothianburn Junction. Spokes members regularly cycle
this route between Midlothian and the Pentland Hills Regional Park and have raised serious safety
concerns regarding the trial measures installed by BEAR South East Scotland.
Following our outreach to BEAR on 4th August regarding the complete lack of provision for active travel,
BEAR confirmed they would create a gap in the cones as an "escape route" for trapped southbound
cyclists. Alongside this temporary modification, BEAR committed to consulting Spokes Lothian on future
measures. We look forward to BEAR Scotland liaising with the City of Edinburgh Council (CEC) and
Spokes to inform permanent proposals, ensuring future infrastructure upgrades across all three
jurisdictions are fully aligned.
However, BEAR also informed us they consider segregated cycle facilities "will not be possible within the
existing infrastructure constraints at Lothianburn." This lack of ambition is deeply disappointing.
Delivering safe, attractive alternatives to driving between local authority boundaries is essential to
tackling the very congestion and bus reliability issues this trial seeks to resolve.
Cycling journeys will increase only if safe, connected links exist across the City Bypass. Implementing
this trial without prior notification or consultation from BEAR, CEC, or Midlothian Council demonstrates
that vulnerable road users are still being overlooked at critical, high-risk junctions. This oversight
directly contradicts recent regional investments, such as the cycle early-release signals at the A703
