A lot of ancient storytelling traditions and texts from the Old Testament to the Odyssey wrestle with the morality of how to treat and interact with "strangers" because it's the first pluralistic challenge all human societies confront.

I think it also accounts for why anti-immigrant sentiment is so central to modern right-wing populism across a whole variety of different countries with very different racial dhistories. It's a pernicious force, but a truly formidable one that progressives everywhere need to grapple with.

People can be vicious and hostile to foreigners who are of the same "race." Race and racism are constructs of modernity, whereas what might be called xenophobia is as old as civilization itself. And I think there's an argument it's a more universally powerful force because it's far more adaptable.

There's a tendency to view anti-immigrant sentiment as an outgrowth of more fundamental racism in the US political culture. For good reason: the two are obviously related and feed each other. But they are also conceptually distinct and we see this both at home and abroad.
