Since our story published, we’ve been flooded with more of these stories. But we know there’s more out there, because our list is definitely an undercount. If you have a tip, contact me on Signal at nicolefoy.27 or email [email protected].

“Enforcement operations are highly targeted. We do our due diligence,” DHS said in a statement. It added that anyone who obstructs agents “will of course face consequences which include arrest.”

@nicolefoy.bsky.socialOct 10, 2026, 3:34 PM

We provided the DHS an opportunity to respond to the videos we included in our database and shared our findings & info on each case. Once again, the agency defended their agents’ conduct.

@nicolefoy.bsky.socialOct 10, 2026, 3:34 PM

Among the 500+ citizens we tracked, we found at least 70 kids & teens. 20 kids who were handcuffed or zip-tied

Experts told us all of this + more we documented is an immense violation of constitutional rights

Now, we're sharing all those cases with you projects.propublica.org/american-cit...

Sometimes, DHS denials of citizen arrests rely on semantics. Is handcuffed "detained"?

Here are their responses to 2 arrests on our list: Leo's 3rd arrest in Alabama & a 19YO in the Bronx

Videos of both arrests paint different stories:

DHS is not arresting US citizens by mistake. DHS enforcement operations are highly targeted and officers do their due diligence. We know who we are targeting ahead of a time. If and when we do encounter individuals subject to arrest, our law enforcement is trained to ask a series of well-determined questions to determine status and removability.

Leonardo Garcia Venegas was NOT detained. On Saturday, May 2 ICE conducted a routine vehicle stop on a car registered to an illegal alien. After Venegas’ identity was established, he was releasedJeury Concepcion in Bronx, New York, NY: 19-year-old Concepcion was tackled and detained on 5/6/26 in the Bronx in NYC while agents were looking for someone else. Video footage shows bystanders saying that he was from NYC and to call his mom while agents cuff him. Concepcion told local news that one of the agents apologized to him before he was left in a neighborhood he didn’t know. Concepcion’s head was visibly bloodied in the video of his arrest and the interviews he gave shortly after. Do you dispute any of these allegations?

This individual was NOT arrested by ICE. On May 6, ICE law enforcement was conducting a targeted enforcement operation when they encountered an individual who matched the physical description of the target outside of the target’s residence. When law enforcement approached the individual, he became combative and refused to identify himself. A large crowd of anti-ICE agitators descended and swarmed officers. For their safety, they temporarily detained the individual to safely finish asking their questions. Once officers finished their questioning, he was promptly released.

That last video was Quentin Williams, a teaching assistant who who was filmed being detained on the grounds of Roosevelt High School in Minneapolis in January. This is Alderperson Jessie Fuentes who was filmed being detained in a hospital in her district in Chicago last October

Many of the citizen arrests highlighted in our story contradict other recent claims by top officials Border Czar Tom Homan has repeatedly challenged media to provide examples of ICE arrests at sensitive locations like schools, hospitals & churches We even found CITIZENS arrested there

@nicolefoy.bsky.socialOct 10, 2026, 3:34 PM

“The pattern is NOT of law enforcement using force," DHS said when I asked about mounting excessive force claims filed by citizens. "It’s a pattern of violent agitators attacking our law enforcement." But search our database for something like "crowd-control weapons" used & watch the opposite

First thing to learn about compiling a list like this: It's hard to quote DHS statements. We strive to fairly represent all sides, but can't repeat false info How do you parse "ICE does not zip tie or restrain children" with photos/videos of agents (some ICE, some other agencies) doing so?

Two federal agents lean on a young teen, Arnoldo Bazan, on a grey store floor. One agent has an arm around his neck in a chokehold motion, and the other is handcuffing himOn the right, a 14-year-old girl in a dark ponytail and grey sweatshirt holds out her hands in front of her, ziptied while a smaller girl on the left stands near her.

For almost 2 years now, DHS has repeatedly told me they're not detaining U.S. citizens

It's simply not true

So @propublica.org published the receipts: a searchable database of the 500+ citizens detained by immigration agents during this Trump administration

What a strange story. California woman finds a man, allegedly drunk, sleeping on her lawn early in the morning & sends her dad out to move him. The man wakes up & allegedly assaults the (elderly) dad, who shoots him

Turns out the man is off-duty ICE agent David Gonzalez abc7.com/story/off-du...

An injunction that barred indiscriminate immigration sweeps in the Central Valley was lifted in August. Social media has recently been flooded with videos showing a growing ICE presence, and advocates say at least 100 people have been detained @wendyfry.bsky.social calmatters.org/justice/2026...

A federal judge has sanctioned a DOJ attorney for accusing an ICE detainee's attorney of misconduct without any evidence.

The punishment: Two hours of legal training about the "special role of US attorneys" and the need to support claims with evidence.

I don’t really know how to process publishing this and then two days later ICE shoots someone in my actual neighborhood Uptown has seen a sudden uptick in ICE activity since the summer ( + a citizen pepper sprayed in August) but this “quiet summer surge” is getting very loud

So I edited this story. And I wanna share on thought on language, & telling the truth We talked about: the "government is lying to you" It may sound saucy. It may sound like opinion But it's just true And if something is true then you should just say it, clearly That's just good journalism

EEric Umansky@ericumansky.bsky.socialOct 6, 2026, 5:50 PM

"The federal government is lying to you." "The government has said that ICE does not zip tie or handcuff children." "They’ve denied engaging in racial profiling" "They’ve said the government is not wrongly arresting U.S. citizens." *We found the truth* projects.propublica.org/american-cit....

Over the past year, I reviewed hundreds of videos of federal agents detaining Americans nationwide—from body camera and helicopter footage to bystander clips. Many of these videos were violent and hard to watch, but prove the reality the Trump administration denies. @propublica.org
