Steve’s level of enthusiasm for his reporters’ stories is such that he can seem on the verge of spontaneous combustion. Occasionally, it’s true, all that enthusiasm is almost more than he can contain. He embraces his reporters’ ideas, but he’s also got a torrent of his own. It would be an exaggeration — but only a modest one — to say Steve regularly tries to assign a reporter a new idea only days after he approved the last one. 

His excitement obscures his relentlessness. At The Oregonian, he guided a project on the ravages of methamphetamine that helped change national drug policy. “So many times it seemed like I had finished the reporting,” recalled Steve Suo, lead reporter on the project (and now an editor at ProPublica). “I’d been to Washington, Canada, India, and he would say, ‘We are partway there.’”

Steve never gives up on a story, said ProPublica veteran Jesse Eisinger, and his ambition “slips the bounds of imagination (in a good way). When he’s asked, ‘What’s the maximum story?’ he likes to say that ‘it’s a story that we cannot envision yet.’ That’s an extraordinary vision.”
