The Environment Agency has updated its storm-overflow dataset with detailed 2025 monitoring data for England's 10 water and sewerage companies, providing individual records of when monitored overflows activated and stopped.

The dataset, updated on 7 October, contains the detailed Event Duration Monitoring (EDM) records submitted by water companies for 2025, alongside comparative data for previous years.

The information records the start and stop of each potential storm-overflow discharge and is provided separately for the water companies operating in England.

The Environment Agency has stressed that the detailed data has not been subject to formal verification by the Agency.

The newly updated files cover the 2025 performance of companies including Anglian Water, Northumbrian Water, Severn Trent, South West Water, Southern Water, Thames Water, United Utilities, Wessex Water and Yorkshire Water.

The effect of austerity cuts to the Agency and an obsession with deregulation led to the sewage scandal we’re still facing and paying for now:

 
- The Agency’s environmental protection budget more than halved - £170m in 2009-10 to £76m in 19-20.

- From 2013-16, 1,700 staff were cut as the Agency’s environment and business grant in aid (GiA) revenue funding fell by £21m and its flood control risk management GiA fell by £12.5m.

- According to Freedom of Information requests by the Liberal Democrats further job losses arose from the real term cuts between 2017-19 and 2021-23, saw a further 8,836 staff

NB the Lib Dems were part of the Conservative-led coalition that initiated the cuts and deregulatory zeal.Ministers also interfered with the Agency by telling it to go easy on polluters by not pursuing legal action and fines. 

For example, between 2012 and 2021:

- Prosecutions undertaken by the Agency fell from 300 in 2012 to fewer than 20 in 2021.

- There was a less severe two-fold drop civil actions.

- Most (59%) of the 4,074 enforcement actions against companies saw no fine imposed.
 
The Agency also became less responsive to reports of pollution:

- From 2015 to 2020 Agency investigations launched dropped 30% from 11,436 to 8,088.

- In 2023, the Environment Agency
visited only 10% of water pollution incidents reported including over 60% of those regarded as the “most serious types of incident”.

River Severn pollution is a disgrace. Sewage discharges continue while water companies profit. Severn Trent must be held to account for failing our waterways. We need tougher enforcement, real penalties and investment in our rivers now.
