Given the attack in Estonia that was carried out by russia. Is this considered acceptable?

Early this morning KATRE, a ship transporting alumina from Ireland to russia refueled at an anchorage outside Gothenburg, Sweden. The refueling was carried out by NORE.

The UK flagged vessel is currently offloading bauxite at Aughinish.
An inbound shipment of caustic soda from Germany is also on the way to Aughinish.

A chemical tanker is enroute to Aughinish. It departed Buetzfleth, Stade, Germany. There is a Sodium hydroxide (caustic soda) manufacturing plant close to the jetty it departed from. This is used in the extraction of alumina from bauxtie.
Is Germany ok with this?
