As covered by the Telegraph this morning, today we have published a new report on how to fix the procurement market, with our own draft of the National Procurement Policy Statement - guidance which the government could issue to change how the public sector buys.

As we publish our new draft of the National Procurement Policy Statement, our Director of Strategy @jo3hill.bsky.social has written about the case for our procurement reforms on the Re:State Substack.

I just can't be stopped from writing about how to reform procurement!

But today we've gone one better - we've actually rewritten the statutory guidance (the NPPS) which would make 90% of the important changes the government needs to make. Read about it here.

Unbelievably excited to be publishing this report today, following a lot of thinking on fixing the structural problems in public procurement over the last few months. The Β£395 billion a year public procurement market makes up c.12% of GDP - it's essential the Government gets this right.

All the chat about scrapping the triple lock in order to pay for social care is totally missing the fiscal point

Ofc we need to scrap the triple lock (among other things)... to address the terrifyingly unsustainable fiscal trajectory

Not to spend it elsewhere

- Honestly my dear grandchildren, you’ll never believe how low rates were in the 2010s. - at least you built a load of infrastructure when borrowing costs were so low grandad? Right? Right?

Exactly!

Really pleased that today we've published "No Job for the Centre: the case for devolving employment support"! We argue that to be coherent, the devolution of employment support should include the services currently provided by DWP through Jobcentre Plus - and that JCP should be scrapped.

For a summary of the paper, read @alwalker.bsky.social excellent substack πŸ‘‡

& mayors should be incentivised to deliver way more effective services, working with local employers, by allowing them to retain some of the benefit savings generated You can't say you want a devo revolution if you wont dismantle the monoliths of Whitehall

@charliepickles.bsky.socialSep 23, 2026, 10:14 AM

DWP should also implement an AI-enabled digital employment support platform, targeted at those who are less likely to be at risk of long-term unemployment & a proper triaging process to assess distance from the labour market & complexity of need at the point of claim

@charliepickles.bsky.socialSep 23, 2026, 10:13 AM

We call for the the budget & responsibility for supporting the majority of claimants, to be devolved to mayoral strategic authorities. DWP retains benefit administration, sanctioning, data & standards

@charliepickles.bsky.socialSep 23, 2026, 10:13 AM

It's time to bite the bullet and scrap JCP

Which is exactly what we're calling for in our new paper out today - 'No Job for the Centre'

re-state.co.uk/publications...

@charliepickles.bsky.socialSep 23, 2026, 10:12 AM

The PM has already pledged to devolve employment support, DWP itself says JCP is too centralised, just a fraction of employers use it, & too many claimants distrust it Re-branding it by merging it with the Careers Service is a pointless fudge

@charliepickles.bsky.socialSep 23, 2026, 10:12 AM

- NEETS up - incapacity claimants up - proportion of claimants with full work search requirements claiming UC for a year or more up Yes there are lots of drivers, but at the very minimum we need a fit for purpose model of support to help people into available local jobs

@charliepickles.bsky.socialSep 23, 2026, 10:12 AM

Britain is facing a participation crisis & we're relying on an outdated, distrusted institution to tackle it Times to abolish Jobcentre Plus... 🧡
