New working paper: the Norwegian wealth tax was a huge success. The "exodus" of wealthy people never happened (less than 100 individuals left). Tax revenue increased by 71.5%. No changes in business activity or investment.

Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.

Defendants do not dispute that this Court has the authority to retain jurisdiction over this case pending the completion of FDA’s mifepristone review. See ECF Doc. 101 at 4–5 (citing cases). Nor do they dispute that it would be improper for FDA to disregard the statutory factors that should guide its mifepristone review in favor of political considerations. Instead, **Defendants disparage Plaintiffs’ concern about political interference with FDA’s review as “unfounded speculation.”** ECF Doc. 102 at 4. **Far from it — Plaintiffs have the receipts.**
Last week, in response to a FOIA request, Plaintiffs’ counsel received a production of FDA documents that included **a September 3, 2025 email from an “eop.gov” email address asking FDA and HHS for “a briefing on the status of the FDA [mifepristone] study design and proposed timelines.” Exhibit A. “EOP” stands for “Executive Office of the President” and “eop.gov” is the email address for the White House.** An HHS employee agreed the agencies would “do our best to accommodate.” Id. These lawsuits are first and foremost about propaganda. They are intended to scare and confuse people. If your reporting on medication abortion is not accurate, you are helping that cause.

There are many ways to explain this without getting too in the weeds! Here are a few I’ve used just recently: “the abortion drug mifepristone” “mifepristone, the first of two drugs used in the most common medication abortion regimen”

I know it’s tough to explain the complexities of these cases—I do it every day—but this kind of generalization is not it. Yes, mifepristone is the only drug specifically approved for abortion. But it’s approved for abortion as part of a regimen that includes misoprostol.

Hello, @apnews.com. Mifepristone is not “the nation’s main abortion pill.” It only works well in combination with another drug, misoprostol. Misoprostol actually DOES work well on its own. If there’s a “main” abortion pill, it’s that one.
