A block is just a record being created on your account. That can be done even if one already exists. That’s likely what’s happening here. Notifications are sent each time a record is created.

The way lists in Bluesky work is that they are owned by the user that creates them. They can add any user to them. Doesn’t matter if that user blocked them or not.

Lists are owned by the users that make them. They can add whatever account they want to them, including accounts that have blocked them, they can even add accounts that don't exist. That's just how Bluesky works.

Tempted to implement this too, or rather more generally: notifications for labels applied to your account Tracking that at scale is much harder though

Unfortunately no, there is no way to mute these. You might have some luck asking the owners of that list to stop naively re-adding you to their list even if you're already in it.

You just follow us and you’ll get DMs The reason is to get notified when you are added to abusive lists so you can report them and/or block the person that added you A lot of people also use us to be notified when they get added to starter packs

Not a bug. It means that person has unblocked/removed you previously.
