Canada’s pension funds are not normal.

Often reporting less domestic investment compared to their global counterparts.

Other pension funds have domestic mandates and post good returns, can Canadian pension funds do the same?

Our Report Card on the Healthcare of Ontario Pension Plan.

HOOPP has the largest share of its assets in Canada, relative to any of the Maple 8 pension funds. However, their investments are heavily skewed towards bonds and real estate.

We're publishing deep-dive analysis of each Maple 8 pension plan over the next few weeks — looking at how much they invest in Canada, and what kind of assets they're buying.

First up: The biggest pension fund in Canada.

We're calling for a mandate for all of Canada's pension funds to invest 3 per cent of assets in high-growth Canadian companies.

Read our report on the Maple 8, and why they're not doing enough to invest in Canada.

This is the crux of the problem! We've seen the big-money press releases from the Maple 8 pension funds, but that money won't really do much to drive homegrown Canadian companies.

Overall, Canadian pension funds don't invest much in Canada. But when you dig into the numbers around equity investing — and particularly private equity, which would capture high-growth companies — the numbers are dire.

Canadian pension funds should be mandated to invest 3 per cent of assets into high-growth Canadian companies.

Some of my @canadianshieldinstitute.ca colleagues and I wrote a policy paper on this.

Is it too much to ask for Canada's biggest pension funds to invest 3 per cent of assets in real Canadian growth? We don't think so.

Today we're publishing a policy paper delving into how our biggest pension funds are actually investing our money.

CPPIB made big announcements for the Canada Investment Summit. A new fund targeting Canada. But the big picture here is that CPP’s investments in Canada have been falling for decades.

We dug into all of this in a lot more detail in our policy paper: “The Value of Foreign Direct Investment in the New Economy.” Read the full report here: canadianshieldinstitute.ca/reports/the-...

Canada consistently outranks peers in foreign investment. In 2025, Canada's inward FDI stock exceeded our GDP. With a consistent increase in FDI, why is Canada not prospering? We need to consider how FDI can produce productive growth.
