By 1960 the Cold War flipped U.S. policy. Washington wanted Trujillo gone but feared a Castro-aligned successor. CIA records show covert support for his overthrow while officials discussed rifles, bombs and assassination.

1930 Trujillo controlled the army. U.S. diplomats documented intimidation and a vote total exceeding the number of voters, yet Washington moved to recognize him. In 1937, his regime ordered the massacre of an estimated 15,000 Haitians.

Trujillo was not simply “installed” by Washington—but U.S. intervention shaped his rise. The 1916–24 occupation created the National Guard he climbed through, and historian Edward Paulino notes he learned counterinsurgency from U.S. Marines.
