I'd disagree. Academics are rubbish at it. I think what we need is an organisation that really knows what it's doing, with a clear public interface and a strong sense of public value. Some sort of national public service broadcaster.

I kind of also want to say it was probably 100000s, large OU foundation courses at their peak reached 10000 students a year and the course teams Stuart was part of spanned 18 years.
