A guest arrived at our door in pain, scared use an ambulance. Staff sat & called outreach workers. CHAT team with PDX Fire arrived, earned trust, & took them to a hospital. It turns out they had been hit by a car. Sometimes the most important thing we can do is show up, sit, and not give up.

... this Council has been able to pass over police opposition: my Right To Know Who's Policing You ordinance. It took 8 months. It'll take organizing to persuade 1+ of the other 6 to support, & state law restricts me from doing it outside of public view. So we need people to show up & show out.

This is why I have not cut testimony short in six months of being the Committee of the Whole chair. I cannot guarantee I'll never have to (some things coming through the committee have deadlines that can't move). But I will do everything I can not to. This is your house. You get your time here.

Most immediate suggestion: By October 31, 2026, weigh in on PPB's Directive currently under review.

It's a new Directive 1050.00 on Equipment Authorization, replacing 1205.00 Pilot Programs.

Skepticism in government is good. Skepticism should scale proportional to the impact of the government on your life, which means that skepticism in the parts of government that can take your life should be highest. Unedited, complete, non-editorialized video (only) is critical to increasing trust.

There are tens or hundreds of thousands of Portlanders who have an inherent skepticism of video footage of an agency involved in an incident that involved a community member losing their life, curated by and narrated by the same agency. To you, I say: You are not wrong to have this skepticism.

That means from the 911 call being dispatched to the officers to the departure from the scene of the incident. That means not an edited version, not commentary explaining it from PPB. This can help rebuild broken public trust which is threatened further by the perception caused by editorializing.

... in the release are back-to-back-to-back instead of in split screen, meaning one needs to watch a man die 3 times to understand the incident. This isn't how some other cities release it. My call is simple: The full release should include, and only include, the full footage of the full incident.

This was not done with the releases of footage (Damon Lamarr Johnson, Erik D. Sherrer) earlier in my time in office. While the release does include unedited footage, it's after the subjective content. It's sequential; 3 officers were involved and the 20 minutes of the incident which was included ...

The body camera footage related to the shooting death of Eddie Campbell will be released by the Portland Police Bureau later today. In advance of that, I have renewed my call to PPB to release the footage without editorial content, without narration by police officers, and in full.

We must view the CEI Hub as a safety issue, not just an economic or a permitting / land use one. This is about how the way the CEI Hub is set up will in a disaster cause widespread detriment to human (& environmental / animal) life & health. I'm grateful my colleagues agreed that this is important.
