In the doctor case one doesn’t usually imagine there are countless other doctors in epistemically indistinguishable situations, as you have with BBs. Albert’s objection is that there’s no preferred measure in such a case. For a careful explication of this view see Adlam’s “Against Self-Location.”
I think the relevant data O_n is “all of my macroscopic data right now.” So any uncertainty about which observer I am with such data is just self-locating uncertainty. Hartle & Srednicki tried to add “and I’m in the relatively early universe,” but to me that’s inaccessible Gods-eye-view info.
