mahjong hands consist of 12 tiles where you draw/discard on your turn (creating a hand of 13 tiles total), you need 4 sets of either triples (quad counts as well) or a run (123, 456, etc) and a pair. most players will organize their hands based on suit, THIS HAND MAKES NO SENSE!
