7.8 Traffic Orders - TROs Sub-Committee Update: Improvements to the TRO Process 1
Traffic Regulation Order Improvements
Spokes wish to thank officers for their work on this report to streamline the Traffic Regulation Order process. We
welcome efforts to reduce the onerous typical time required to progress a TRO of 12-18 months, which we have
observed to delay implementation of the Active Travel Action Plan and City Mobility Plan.
Spokes encourage the use of delegation to officers to avoid delays at committee whilst ensuring objections to
proposed restrictions are given adequate consideration. We believe that it is necessary to go further to enabling
modal shift to address congestion, improve travel sustainability and support the almost 40% of households in
Edinburgh which do not own a car.
Appendix 4 part E2 sets out examples of reasons that a proposed restriction may be considered ‘Non-Referrable’,
meaning that it will be considered by officers instead of committee, regardless of the number of objections (unless
called in by the convenor of the Transport & Environment Committee).
This is particularly effective for orders containing multiple restrictions across the city bundled together, such as
disabled persons parking places or tweaks to controlled parking zones. Objections to these orders may be spread
out over the city and should not be automatically referred to committee based on their total number.
We believe this should be extended to bike hangar secure parking, cycle hire parking and car club rental parking.
These restrictions are often limited to a single parking space, making more efficient use of the space for an overall
increase in amenity. However, they are also vulnerable to spurious objections from motor vehicle users. There is
also a large shortage of secure bike parking hangars, with waiting lists currently estimated at 4400.

update: Improvements to the TRO process
At the end of recommendations:
1.4 Welcomes the introduction of the publication of a plain English ‘list of measures’ for
each order as set out in paragraph 4.20, and asks officers to also consider issuing plain
English summaries of the effects of proposed orders along with the List of Measures and
asks relevant managers to consider whether Inclusive Communications training would be
appropriate for those officers who produce public-facing communications.
1.5 Agrees to adopt the list of referrable/non-referrable orders as set out in appendix 4,
part E and agrees to add the following types of restriction/project type to the ‘nonreferrable’
list:
1.5.1 Introduce, amend or remove cycle hangar secure parking and any
associated loading restrictions, waiting restrictions or yellow lines;
1.5.2 Introduce, amend or remove cycle hire parking spaces and any associated
loading restrictions, waiting restrictions or yellow lines,
1.5.3 Introduce, amend or remove car club parking spaces and any associated
loading restrictions, waiting restrictions or yellow lines
1.5.4 Introduce, amend or remove electric vehicle charging points and any
associated loading restrictions, waiting restrictions or yellow lines
1.6 Agrees to establish a member/officer working group to consider further improvements
to streamline the TRO process, with the remit including, but not limited to, consideration
of the following:
1.6.1 Further use of plain English rather than legalese.
1.6.2 Examination of whether the move to a map-based system allows further
reduction in the use of legalese.
1.6.3 Consideration to embedding TRO specialists within teams that make
significant use of TROs, such as Road Safety or Active Travel.

Edinburgh South Suburban Railway Feasibility Study
South Suburban Feasibility Report
A Council motion on 21 May 2026 agreed that the Transport and Environment Convenor would write to the Cabinet Secretary for Economy, Tourism and Transport to confirm;
•
his support for passenger use of the Edinburgh South Suburban Railway in principle;
•
that funding would be made available within six-months to progress feasibility work; and
•
his expectation on input from council officers.
The Convenor wrote to Cabinet Secretary on 22 June 2026, and a response was received on 10 August 2026 (copies of both letters are appended to this business bulletin).
Officers have liaised with Transport Scotland (TS) who have confirmed that they will work with Network Rail (NR) to identify the key technical requirements for facilitating tram-train services on the route and to assess the feasibility of integrating these services with other rail passenger and rail freight services and the wider public transport network. This work will identify alterations to existing structures that may potentially be required (including to enable electrification and develop interchange facilities), as well as the impact of tram-trains on timetabling across the network. Officers have advocated that bus interchange is considered in the study, particularly regarding the identification of any land that may be required to develop interchange facilities between bus, future tram and tram-train.
The study was commissioned in August and is expected to be concluded within nine months, officers have provided copies of previous reports and are feeding into this current workstream as a stakeholder. While the study will focus on identifying the technical requirements for introducing tram-trains on this route, the outputs will be also considered in the context of the wider regional strategic business case for an integrated, multi-modal mass transit network and this is being captured by the SEStransit work being led by SEStran.…Addendum by the SNP Group
