A learner can have agency without choosing the task. Asking questions, challenging ideas, explaining thinking, and reflecting all create opportunities for agency.

More choice doesn't automatically mean more agency. Too many options can overwhelm learners. Sometimes the most supportive choice is a small set of meaningful options.
