When cigarettes can be manufactured for less than $1 per packet, no amount of reductions of tobacco excise can compete with that.
The only way to bust their business model is to restrict the number of locations where cigarettes can be sold.

Reducing the tobacco excise won't reduce illegal tobacco. They can't reduce it enough to compete.
The cost of producing a packet of cigarettes costs less than $1.
The only thing that will have an impact on the illegal trade is to restrict tobacco licences to servos and supermarkets.

Niki Sava is right - shut down all the tobacconists that have popped up all over the place.
Near where I live in Concord there used to be only 2 places you could buy cigarettes - the newsagent & Coles.
Now there are 4 tobacconists & a "convenience store" right next to Coles!
