his decision is intended to establish a clear and administratively workable framework for scrutinee
access that can be applied consistently across referendum voting and counting locations.
Scope of Authorization
For the purposes of the referendum:
1. Parties holding official. party status may appoint authorized scrutineers in accordance with the
applicable legislation and regulations and any procedures established by the Chief
Electoral Officer.
2. Third Party Advertisers will not be authorized to appoint or deploy scrutineers to observe voting o
counting proceedings under section 6.2(4) of the Referendum (General) Regulation.
3. Election officials may regulate access to voting and counting places as necessary to maintain
orderly operations, protect the integrity and security of ballots, and ensure compliance with
applicable legislation, regulations, and directives
Eflective Date
This decision takes effect immediately and applies to the conduct of voting and the counting of ballots for
the referendum.
the Chief Electoral Officer remains responsible for administering the referendum in accordance with the
governing legislation and regulations and may issue further administrative directions where necessary to
give effect to this decision.
