What do you mean by "puts 8.8.8.8 first?". All these resolvers get pinged individually in their own concurrent process.
I decided to test them all individually starting yesterday, here is the past 3 hours of data. As you can see #quad9 is still superior to #google and #cloudflare.
I switched to #quad9 from #cloudflare the other day. My completely and scientific assessment of performance can be seen in picrel. quad9 (orange) responds in ~10ms, cloudflare in ~19ms (green), #google in ~22ms (blue). Yellow is my upstream ISP (3-5ms).
