![On Friday, October 2, the U.S. District Court for New Hampshire issued an order ruling that: “although student identification cards are no longer expressly valid to establish voter identity under RSA 659:13, election officials may consider them, along with other available evidence, when determining voter identity under RSA 654:12(d)(4) and RSA 659:13(c)(1) and (3).”
Accordingly, effective immediately and until further notice:
When a person is registering to vote, student identification cards may constitute “other evidence that reasonably establishes that it is more likely than not that [a voter registrant] is who they claim to be.” RSA 654:12.
When a person is checking in to vote on election day, ballot clerks must direct a voter with a student identification card to the supervisors of the checklist, who shall “review the voter's qualifications and determine if the voter's identity can be verified.” See RSA 659:13, I(c)(1) & (3).
