An image of the beginning of the United States Declaration of Independence occupies the entire meme left to right and top to bottom and although the writing is basically illegible due to the size restrictions involved with creating a meme like this, the document is clearly plain.

What matters is the guy on the white ladder front and center who is busy marking up the document with a red marker.

The guy whose face cannot be seen because he is facing away from the viewer but is distinctly identifiable due to the yellow hair, blue suit, white shirt, way too long red tie and tiny hands, also known as Donald Trump, POTUS, who is standing on the ladder and writing in red letters as follows:

After the first three words "We The People" DJT has marked a red "insert" arrow (a proofreading mark) and added the following words in red marker: "THAT WE AGREE WITH".

After "Section 1" before any other words he has added "PRESS BAN HERE"
