A learner can have agency without choosing the task. Asking questions, challenging ideas, explaining thinking, and reflecting all create opportunities for agency.

More choice doesn't automatically mean more agency. Too many options can overwhelm learners. Sometimes the most supportive choice is a small set of meaningful options.

Do learners have support?
Can they shape the work?
Will they reflect?

It's not about giving learners more choices. It's about designing better choices. Meaningful choices connect to goals, interests, and values, and invite reflection.

Agency can exist without choice. Learners can ask questions, share ideas, critique, justify, monitor, and reflect, even when they didn't choose the task.

Choice ≠ learner agency. Offering options can build agency, but it doesn't guarantee it. And agency can grow inside tasks learners didn't choose.

Choice doesn't automatically create agency.

Learners can choose A, B, or C and still have little ownership of their learning.

Choice is a tool. Agency is the bigger goal.
