Wat het PBL beter zou kunnen doen is een eigenstandige, wetenschappelijk onderbouwde visie leveren op het landelijk gebied, geredeneerd vanuit het maatschappelijk belang. Dat kan gewoon namelijk. Vanuit #ipbes zijn er allerlei kaders, vanuit monitoring is er veel data.
