EES can be live, useful, and incomplete.
“Fully operational” should mean end-to-end service at declared load, or be clearly qualified.
Where service depends on workarounds, unused equipment, relaxed controls, and variable enforcement, status is 𝘰𝘱𝘦𝘳𝘢𝘵𝘪𝘰𝘯𝘢𝘭 𝘸𝘪𝘵𝘩 𝘦𝘹𝘤𝘦𝘱𝘵𝘪𝘰𝘯𝘴.
