This is a mid-career tip. The transition from individual contributor to manager is a big career step.

How common is this "fake out?" It depends on the company and level of the position.

Best of luck to those of you trying to change lanes!

"Applying for managerial promotions can be misleading. Sometimes union agreements, company policy, local law, etc. will force companies to post the position even if they have decided who will get the job. They will still go through the motions, but only because they have to. Do not be disheartened, the chips were against you from the start."

Volunteer work can be a way to fill in gaps in your resume. Some industries expect you to have volunteer experience (e.g., non-profit) and it is sometimes expected for upper level jobs (Director or above).

"Volunteer work/positions can be included on your resume. This is especially true if the volunteer activity is relevant to the job you are applying for, is for a notable organization, and/or is at a leadership level. Note how long you have been involved, how often you volunteer, and what you do for the organization. It is not work exp, but it is something."
