We, the people, have the 2nd Amendment, which exists to allow us to fulfill our lawful #duty as US #citizens if, heaven help us, all else fails. The enforcement of the law ultimately falls on the citizens under the US #Constitution. We can't delegate that responsibility unless gov't is functional.
