I've always seen him as an artificial construct, a vehicle for a thought experiment. That's what I think the final scene underscores; if you know he's going to be walking on water then the earlier scenes play differently.

I feel extremely uncomfortable in the exact same way as when we're watching outdated treatment of non-white people, women, children, etc.

That's philosophizing about people who are equals not "really" knowing each other.

The specific inspiration Ashby had was late in shooting and he was in awe of the work Sellers was doing, and he joked along the lines of "I could have that guy walk on water and people would believe it." (Look how far Chance got in just a few days!) #BeingThere #TCMParty
The movie is a satire about a simple man who remains simple throughout. But everyone who meets him is so taken in by him that they take his simple sayings and take them as being something profound. It is about their reactions to Chance much more than about Chance himself.

Okay. Yes, the president saying "it's a state of mind" at the end suggests he's on the water bc he doesn't realize he shouldn't be.
