One month of DOC's overtime costs could fund 1 yr of low-barrier housing for 220 people with mental health needs & open court cases.

It's time for action to invest those resources in the programs that work to keep people out of Rikers, and support them coming home. #CloseRikers

NOffice of NYC Comptroller Mark Levine@nyccomptroller.bsky.socialOct 16, 2026, 6:58 PM

The NYC Department of Correction’s record-high overtime costs cannot become the norm. In FY26, overtime hit $358.9M, an increase of 140% since FY20. Our office has launched a new feature on the DOC Dashboard to track overtime spending & bring greater transparency to DOC’s escalating overtime costs.

Image of Rikers Island sign, headline reads, "Department of Correction Hits $359.2M Overtime Record. DOC Dashboard Now Tracks Overtime Spending.Chart showing annual overtime payments. Text reads, "Total DOC overtime spending rose to $359.2 million in FY26, up 140% from $149.8 million in six years. The average uniformed Correction Officer received more than $57,000 annually in overtime pay, an increase of 333% from FY20."Text reads, "Escalating Costs Underscore Urgency of Closing Rikers. With the legal mandate to close Rikers Island, New York City is moving toward smaller borough-based jails. However, correction staffing has declined faster than the jail population, which remains too high to meet the City's closure mandate."Image of computer with DOC dashboard on it. Text reads, "New Tool Tracks Department of Correction Overtime Spending. The Comptroller’s Office DOC Dashboard now includes new charts tracking overtime, along with existing tools to monitor pervasive agency issues. Data is updated by each month at comptroller.nyc.gov"

NYC must close Rikers by summer 2027. The Manhattan jail meant to replace it won't open until 2032. Now construction is running into the night. So how far behind is the plan?

Please read every word of this thread from @nyclu.org You will NEVER reduce the NYC jail population enough to #CloseRikers if you continue to follow the Eric Adams policies on policing. I’m a broken record on this, but keeping Tisch as head of NYPD was/is the worst decision made by Mamdani.
