Portals work best when there's the same amount of mass entering as leaving, so they try to ensure that happens.

Arcadia is fully walkable and bikeable, but for longer distances, there's the subway system and bus lines for areas where it doesn't reach. Cars do exist, but almost nobody uses them because public transit is free and always available.
