I don't do copyedits yet, but at whichever stage, if the book isn't ready for it, I'd inform the client. I'd gently tell them about the impact on the reader, their reputation, and sales if needed. I'd try to point out a few concerns and tell them which stage of editing would be best.

#StetChat Private clients are a different matter because authors often don't know what they need. If this was my concern, I would tell them as much, then see how they respond.

If I am working for a publisher and I know they've done a dev edit already, it is not my job to say "I don't think this is ready for prime time" (especially since much current style is not to my personal taste). If there are actual, like, clear plot holes, I might bring that up...
