Agency can exist without choice. Learners can ask questions, share ideas, critique, justify, monitor, and reflect, even when they didn't choose the task.

More choice isn't always better. Surface-level choices, too many options, or choices without support may not build agency.

Choice ≠ learner agency. Offering options can build agency, but it doesn't guarantee it. And agency can grow inside tasks learners didn't choose.
