Private school vouchers: choice on paper, not in practice.
45% of the reviewed voucher-accepting private schools are religious. 
Religious affiliation is the most common structural factor influencing a family's access to a private school under the reviewed schools participating in the voucher program.
Religion is the dominant gatekeeper affecting admission priority, preferential tuition pricing and continued enrollment. Also, families from a different faith may not feel comfortable applying.

Texas Lt Gov Dan Patrick wants the same machinery that put HoustonISD under state control now wired into school library shelves. Local control by districts, once GOP gospel, could soon be swept away by a single book shelving error.
