Mancinelli: It's a well run corporation, construction is coming through all right. I note there's $16mil in PST being paid. As we look at price pressures. We're taking on debt to pay PST. That's not cool. #yqrcc

Delegation from Buffalo Pound Plant is done. Now council will ask admin Qs. #yqrcc
Johnson: For more context, yesterday council heard $19.9mil in utility rate increase. Our entire increase for 2027 is $900k. So of that $19.9mil, about $900k is from us. #yqrcc
Zachidniak: There's an expectation there'll be stabilization of utility rates due to Buffalo Pound expansion. When will that occur?
Johnson: By 2029, we'll be at 3%, by 2030 by 2.5%. Goal is to be at CPI. #yqrcc
Burton: Do you need PPE when using orthophosphate?
Johnson: No. With other chemicals yes.
B: Are people complaining about injecting orthophosphate?
J: It exists in soda drinks, so if you're drinking those, you're drinking orthophosphate. #yqrcc
Johnson: City can replace lead lines but that doesn't deal w/ any lead solder. This will help w/ that.
Burton: How does it arrive?
J: We buy bulk. It'll be pumped into a holding tank. #yqrcc
Burton: On orthophosphate, how does that get injected in the water?
Johnson: Many cities use it for lead control. It provides a coating on the pipelines. Anything in contact w/ water so there's complete protection. #yqrcc
Turnbull: Other risks you're considering?
Johnson: We hope the sustainability study will look at other risks. Potentially, if there was high salinity in the lake, that'd be a concerns. #yqrcc
Turnbull asks about ability to meet demand from growth.
Johnson: We should be good to 2050. Even with industrial/commercial growth. There is capacity we could add to the plant for low dollars if Regina saw unprecedented growth. #yqrcc
Johnson: Once they show up, they won't be devastating in the first few years so we'll have some time to deal with them. Best thing is prevention. That means making sure boats are cleaned #yqrcc
Johnson: Once they get in, they're impossible to get rid of. We'll have to do maintenance like chlorinating our lines & pulsing to kill them. But we can't chlorinate the lake. #yqrcc
Turnbull: I know there are concerns about zebra mussels.
Johnson: If they get in there, they will thrive. The only thing we can do is delay when they show up, when they do, we'll have to address it. We do not see them now. #yqrcc
Johnson: We'd only have an issue if Diefenbakker is if it couldn't supply us that 2% of the water coming out. But we don't expect to see that. #yqrcc
Johnson: Having another power plant or potash mine, from our perspective, the more it turns over in Diefenbakker, the better the quality. We wouldn't be against another user b/c we'd see fresher water from Diefenbakker. #yqrcc
Turnbull: What would be impact if we had more powerplants drawing from water supply? Impact us?
Johnson: Based on what we see on what is coming into Lake Diefenbakker, we only receive about 2% of water that flows from there. #yqrcc
Turnbull: Industrial projects don't necessarily draw from Buffalo Pound but they do take from same source of water?
Johnson: That is correct. #yqrcc
Johnson: The intent was Progressive Design Build w/ guaranteed maximum price. We gave up ability to scrutinize every invoice to get a discount on that max price.
[We get this explanation about the Buffalo Pound project every budget.] #yqrcc
Turnbull: We have other Progressive Design Builds, like the pool, we'd like to know how you dealt w/ price changes. #yqrcc
Turnbull is attending virtually. Her feed is cutting in and out. #yqrcc
Johnson: There are many procurement models but in this case we do think this was better than Design Build. #yqrcc
