Who is left to approve is a fair question too. NOTUS reported in September 2025 that the section had gone from 36 full-time attorneys to two. Full piece is free, with the manual text and every source: theramm.transparencycascade.org/p/the-rule-says-approval-by-pin-the

I don’t know whether PIN approved, and nobody has said so on the record. The Urgent Report would answer it and must predate the search. Any member of the House or Senate Judiciary Committee can ask for it by name. DOJ has long declined to share open-case files, so watch for the letter.

Every account I found that mentions the Public Integrity Section says it was “consulted.” None says it approved. NPR’s unnamed sources say senior DOJ leadership, including the acting deputy AG, were consulted and approved. That’s leadership. The table names PIN.

he same section requires a written Urgent Report before the search, saying whether PIN approved. And it adds: no investigative action shall be taken until the required consultation or approval has been obtained.

What the manual does say, for a warrant on a member of Congress’s property, is three words: “Approval by PIN.” PIN is the Public Integrity Section. The rule doesn’t say consult it. It says approve. (Justice Manual 9-85.110.)

NBC called the 60-day line an unwritten practice. A Stanford law professor told Roll Call it was informal. The text agrees: the number appears nowhere in the manual’s election provisions, its principles of prosecution, or the 2012 and 2024 election-year memos.

Coverage of the search of Rep. Ilhan Omar’s home keeps measuring it against DOJ’s “60-day rule.” I looked for that rule in the Justice Manual and the attorneys general’s election memos. It isn’t there. What is there is a different rule, and it asks a different question.

Today we got access to a smoking gun document from ICE that shows how it is weaponized against progressive groups registering voters while building a voter suppression database.

A customs summons went to a payments clearinghouse demanding "any and all records" on four labor and climate organizations. None of them were served. None were told. No judge reviewed it: not because anyone cut a corner but because that's how the instrument was built.
