CFA is deeply disappointed in the governor’s decision to veto Assembly Bill 2551. We thank our members, CSU students, and Assemblymember Elhawary for advocating for this bill and pledge to continue the fight to protect campus free speech and right to protest.

CFA criticizes Governor Newsom's veto of AB 2551 aimed at addressing CSU's TPM speech and protest restrictions.

The bill would have been a critical step toward accountability for the CSU system’s Time, Place, and Manner (TPM) restrictions on campus speech and protest. 

AB 2551, authored by Assemblymember Sade Elhawary and sponsored by CFA, would have done the following:  
Required the CSU to hold a forum to gather feedback on how TPM restrictions are being enforced
Mandated the CSU Board of Trustees’ annual report to the Legislature to include demographic data on students reported for alleged code of conduct violations connected to these policies Quote from CFA President “Over the course of the past couple years, we have witnessed administrators disproportionately wield TPM policies against Black and Brown students and faculty, giving penalties that make everyone’s ability to practice academic freedom in their places of work and learning far more dangerous.” Quote from Melina Abdullah on CSU's free speech policies amid rising fascism, with silhouetted protesters holding a 'People Power' sign and raising fists against an orange background.

This bill would have served as a vital step in reforming the CSU’s troubling policies limiting free speech and protest. Despite the governor’s decision that allows for the continued assault on free speech during a time of rising fascism, CFA will continue to advocate for First Amendment rights for students, faculty, and community.”

Ocober 5 is when the ballot drop in mailboxes and secure ballot drop off locations open. 
October 19 is the last day to register to vote online and in person early voting opens on October 31 with the Election day on November 3. November 3 is the last day to vote in-person or return a ballot by 8:00 p.m. Polls are open from 7:00 a.m. to 8:00 p.m.

The legislation also allows for certain circumstances when community colleges can create bachelor’s degrees even if a nearby CSU campus has a similar program. That will be permitted if the CSU program has had a transfer acceptance rate of less than 75%...” -EdSource
