ODA budgets aren't just shrinking in 2025: in several EU countries, they're also being redrawn on the map. ๐ Full analysis on AidWatch 2026:https://buff.ly/ICiqVcy
๐ฌ "The old model was a moral obligation. The new one rests on strategic interest." - Czechia's Foreign Minister, June 2026. Belgium, Denmark, France and Germany are all reframing ODA the same way.

๐ฃ๏ธ Consultation and influence don't always move together. Croatia's national CSO platform was left off a government committee this year. Belgium's minister didn't take up the sector's proposals on NGO cuts. Sweden adjusted grant rules mid-process.

๐ฉ Malta: no ministry has published a 2025 report, for the 2nd year running. Slovakia: government refused to sign an already-approved NGO grant, passed a "foreign agent" law, then kept asking that NGO for advice.

How can EU ODA maintain its focus on poverty reduction as public budgets tighten and strategic priorities shift?
- We hosted @concord-europe.bsky.social for the launch of the AidWatch 2026 Report (bit.ly/4diN2sC)
Speakers from DG INTPA, OECD TOSSD, Luxembourg Perm Rep & Nigerian civil society.
"What resources are supporting the implementation of SDGs? We need to make efforts to have a clearer financial landscape, though the provider perspective should not be the one used to make that analysis." Camilo Gamba - International Forum on TOSSD Secretariat, OECD
"It's still a long walk to freedom. What partner countries need is a strategy that is clear and that properly defines where support goes to. As i read the report I asked myself, how does the EU ensures to keep its promises?" Oyebisi Babatunde Oluseyi - Nigeria Network of NGOs
"What is key at when it comes to ODA at national but also EU level is multiannual planning in order to offer long term predictability. Development objectives can be strategic interests for the EU, but we need to reinforce that symbiosis." Charlotte Vernier - PermRep of Luxembourg to the EU
"As we are moving away from a traditional donor-recepient model focused on aid to transationality. Poverty reduction remains a key objective for the EU, the challenge now is how to reconcile it." Luc Bagur - European Commission, DG INTPA
"Though EU institutions have a limited amount of inflated ODA, it is still used to advance strategic interests and focus on geostrategic priorities. Reforming and upholding what works is not contradictory, it is needed" Cristina Fernรกndez-Durรกn Gortรกzar - Oxfam International
"Inflated ODA is still a problem. This year's report shows that in 2025, 1 in 5 euro did not reach the Majority World, especially with countries that need it the most not getting it. What we are asking for is that financial instruments complement ODA, not replace it." Tanya Cox - CONCORD Director

๐จ One day to go! Once again, CONCORD brings together the evidence on ODA across the EU in its #AidWatch2026 report.
This year's brief confirms a trend we've been observing for years: more than one in five euros reported as ODA still doesn't meet the criteria, undermining trust in EU commitments.
๐๏ธ #AidWatch 2026 launches on 16 September!
In 2025 EU ODA fell 11.4% in real terms, while Member States ODA dropped 13.8%, the steepest fall in a decade. Despite this, some Member States show what protecting ODA's purpose can look like.
What should the future of EU international cooperation look like? Join us on September 30 to debate the future of EU cooperation, and how to put effectiveness, global justice and solidarity at the centre.
