In a major victory for immigrant communities nationwide, the court said these practices are illegal, ruling that all fines issued after June 27, 2025, are “stayed” while the case moves forward.

The government cannot enforce approximately 90,000 immigration fines while our lawsuit challenging this practice moves forward, thanks to a new ruling by a federal court.

But there are still thousands of kids across California who can’t hug their incarcerated parents. The California Constitution protects every child’s right to hug their parents, no matter which side of the bars they are on.

The CA legislature just affirmed that incarcerated youth have the constitutional right to hug their parents, thanks to amazing leadership by Urban Peace Institute, Hoops 4 Justice, and the incarcerated youth they work with.

Charles Moore, senior attorney at Public Justice and a lead attorney on two lawsuits challenging ICE’s unlawful fines against noncitizens, said this is another example of ICE trying to keep their lawlessness out of the public eye.
