@pgronke.bsky.socialThis isn’t complicated. 12/2=6. Even if one “peacock caucus” or “moderate” is replaced, the Portland City Council is still very likely to have 6-6 divides. (The dividing line will just move.) It’s a basic flaw in the design and is why legislatures need to have an odd number of members.
