Breaking: Burnham commits £1bn for regional innovation over four years

Prime minister says his government is working with UKRI on a “more place-based approach”

3. While there was general consensus that funding for discovery research should remain centralised, @jessicacorner.bsky.social, of Research England no less, suggested there could scope for more localism "Some of it could be strategically positioned in strong places", she said

@robinbisson.bsky.socialOct 8, 2026, 3:49 PM

2. Jim O'Neill, unofficial "friendly adviser" to Burnham, said a "simple formulaic approach" to devolution including R&D funding was not "necessarily the right thing to do” He said not all mayoral authorities have the right "capability and capacity" to handle devolved funding

1. There will be a 'rewiring the state' white paper by Christmas and it will have a chapter on innovation, @richardaljones.bsky.social said

He said “people will be surprised about how fast and how seriously this is being driven”

So more than just devolving the Local Innovation Partnerships Fund?

@robinbisson.bsky.socialOct 8, 2026, 3:49 PM

So this @foundscitech.bsky.social event last night on devolved R&D was pretty newsy, and came ahead of an 'innovation nation summit' in Manchester tomorrow

Gordon Brown has co-organised the summit and Andy Burnham is expected to give a speech

Some things of note:

@robinbisson.bsky.socialOct 8, 2026, 11:03 AM

Followed up with the even better quip: "So there we are, London's proved that place-based innovation funding works"

@robinbisson.bsky.socialOct 8, 2026, 11:03 AM

One of the best lines from this event last night was @richardaljones.bsky.social saying:

"The story of London is a story of a city trying to transition from its smokestack financial services industries into modern knowledge-based AI and life sciences, and frankly, you've done a good job"

@robinbisson.bsky.socialOct 7, 2026, 4:29 PM

UKRI response added to this story. They said UK universities produce more spinouts that any other country in Europe and are second only to the US in value generated. “Raw numbers of spinouts do not adequately capture the quality, impact and growth potential of the projects we have supported.”

@robinbisson.bsky.socialOct 6, 2026, 4:10 PM

New quote on this story:

Lopa Leach, UCU branch president and professor of vascular biology told Research Professional News that curiosity-driven research to generate fundamental knowledge had been “acknowledged as important” by administrators, but that research time on university-funded research was still being reduced to 25 per cent under the plans.

“I fear our colleagues will have very little time to generate fundamental discovery-lead research that leads to the major breakthroughs in science and knowledge advance,” Leach said. “Sadly, many top researchers are also planning to leave as they fear this is not a place their research can thrive and grow. I hope I am proven wrong.”

Funder ‘sorry’ for lack of transparency over AI screening.

Crane research network will re-review applications by hand.

Gah, €250 million not €250,000! Friday afternoon maths...

@robinbisson.bsky.socialOct 2, 2026, 2:00 PM

The EU also appears to be clearing the way for wider UK access to both the EIC Fund and the Scaleup Europe Fund.

This is on its page about R&I cooperation with the UK: research-and-innovation.ec.europa.eu/strategy/str...

Regarding the EIC fund, transitional arrangements are in place for award procedures implementing Union budget for the year 2026 and onwards meaning that entities established in the UK will be treated as entities established in an associated country for the purpose of the EIC Fund, including the EIC Scaleup Europe Fund. Nevertheless, any investment decisions will be conditional on the amendment of the UK association agreement enlarging the association of the UK to include the EIC Fund being applicable at the time of such decision.
@robinbisson.bsky.socialOct 2, 2026, 1:56 PM

And the UK could soon have wider access to both the scaleup fund and the €4bn EIC fund, both of which are up for negotiation ahead of the EU-UK summit, which the Cabinet Office confirmed will happen before Christmas. Perhaps every university spinout is across this, but it was news to me. More here:

@robinbisson.bsky.socialOct 2, 2026, 1:56 PM

I did confirm it with the Commission, and the UK (and indeed any non-EU country) can access up to 5% of the Scaleup Europe Fund. That’s a chonky potential €250,000 addition to the UK’s own planned £1bn scaleup fund, with the added advantage of the EU version already existing

@robinbisson.bsky.socialOct 2, 2026, 1:56 PM

This is despite lack of access to capital being raised as a massive problem at pretty much *every* R&D policy event I’ve been to in the last…er…5 years?? (And I've been to a lot) It came up repeatedly at the Labour Party conference this week, where ministers were laser focused on commercialisation

@robinbisson.bsky.socialOct 2, 2026, 1:56 PM

When I contacted BIST after it was first reported by Sifted, they told me to confirm it with the European Commission, and said “no decisions have been taken while we explore options”

@robinbisson.bsky.socialOct 2, 2026, 1:56 PM

Surprisingly, it turns out the UK already has access to the EU’s Scaleup Europe Fund, which is on track to be worth €5 billion. Even more surprisingly, this fact doesn’t appear to be widely known, even in government.

And she thinks universities need to change much more on commercialisation, because “we have not modernised in terms of what we allow our professors to do” Darlington said universities tend to look at how they can make money out of commercialisation rather than incentivising academics to do it
