in this example, it's particularly weird because there are so many proposed state-level ways to regulate the current issues with AI, so clearly there's some capacity to move forward in multiple domains at once.

there are so many arguments with this basic format in the climate space: "x takes attention from y". really speaks to how we don't have a solid shared, evidence-based theory of how the attention economy works as applied to politics.
