Thank you all for the suggestions so far but to clarify! ONE big HANDMADE map, so no procedurally generated stuff or games with many small maps. I'll allow some smaller areas like dungeons that are somewhat separate.

When I think back on the sandboxes of Ultima Online and Skyrim I think: - Big handmade map fully open from the start - Interesting things to see/do outside of combat/quests/levelling - You can mess with objects and NPCs What other PC games could I play to tick all those boxes?
