The 51% figure is correct for at least one die landing on 8, 9, or 10. Failure requires both dice rolling 1-7, which is a 7x7 subgrid of the 10x10 grid of all results, or 49%. So success for getting at least one 8, 9, or 10 ends up at 51%.
