You can see where things were heading before they stopped at 52 skills which could be mixed and matched between tribes. The Runner, the Pole Vaulter and the Fencer, for instance, were clearly intended for the Sports tribe, while the Magna Booter, the Laser Blaster and the Jet Packer were Space lems.

I've long suspected that the DMA Design guys started out with the intention of giving all 12 tribes their own unique set of eight skills, but roughly halfway through coming up with 96 of the ruddy things (well, 88 really, since the Classic Lems retain the eight classic skills) thought better of it.
