Any serious plan to address the debt has to include reversing these shortfalls.

Trump withdrew funding for life-saving health research, including programs at the Children's Hospital of Philadelphia and the University of Pennsylvania. Not only is this illegal, but it's immoral. My Congressional Power of the Purse Act would stop this callous power grab.
