Climate Mobilization and Carbon Apathy: Mapping the
Political Economy of Vulnerability in the Global South

Despite surging research on place-based climate politics and energy communities, we know
little about how the joint presence of extreme weather events and carbon-intensive activities
cross-pressures the local politics of the Global South. This paper argues that, while exposure
to extreme climate events can stimulate collective action, local fossil fuel dominance short-
circuits mobilization and dampens local political engagement because these industries play
crucial roles in insulating their communities from the costs of climate change. We test our
argument by analyzing new data on local climate exposure at the municipality-month level
across six emerging economies from 2010 to 2022. We show that, while climate shocks can
spur political activation on average, this effect is systematically muted where fossil fuels are
locally dominant. Original focus groups from Brazil and Indonesia further trace how, while
climate salience and awareness are high, polarization on the ground is rare and political apathy
prevails. The results enrich theories of bottom-up action in climate-frontline communities.

Remarkable: As of now, Latino early vote is outpacing where it was at same time in 2024 in both percentages of vote share and in RAW VOTE TOTALS.

That's big. Presidential turnout is usually higher than midterms.

Public executions were not abolished out of tenderness towards the criminal. They were abolished because of the effect on the people watching, and the dangers of making human death a source of commercial entertainment. Here's Charles Dickens in The Times, after witnessing an execution in 1849.

For comparison: as of 2025 Brazil counts the impressive amount of 135 climate court cases, and various mid-income countries (Mexico, Indonesia, Colombia) more than 15 cases each. Italy and Japan [G7 countries]: 7 and 5 cases, respectively.

Yes - local *public* support for climate litigation is on average strong, and indigenous *people* are very much the mobilizers. But we need to appreciate that local GS-born and bred fossil fuels are a problem here too

The Global South is incredibly pressured by indigenous & multinational fossil fuels. Despite acute climate change awareness, climate mobilization is very hard. But it is not inexistent. Remarkably, the GS is also a space where courts have armed themselves and climate litigation is fought fiercely:

A propos interventions for the future of housing and bringing more owners/renters together re housing: one thing we dont appreciate in Europe is that electrifying infrastructure around EV loading is at the same time one of the easiest things to up value AND a very hated move by a majority of ppl...

In a German survey we ran last week, a couple of quite progressive people were rather opinionated about e-cars. One said they were against "der Förderung von Tesla Fahrern" (subsidizing Tesla drivers). Results are quite similar in UK survey from a few months ago. Hard times for policy-makers!

Putting chargers for e-vehicles around homes is a green move and objectively more straight forward than eg implementing heatpumps - fewer permits, employers can pay for fast chargers, etc Yet car culture wars, NIMBYism, and <yes> Musk totally mess up with this intervention.
