Pardons are no shield for civil actions. Every contractor who participated in the illegal destruction can and should be sued into bankruptcy.

The judge needs to issue a warning to all potential contractors that proceeding is an illegal action that at minimum leaves them liable for civil damages. Trump can't pardon those. And they would be big enough to bankrupt most small to medium sized businesses.
