Parking mandates are arbitrary nonsense. Because parking is conventionally accepted as a "concern" parking mandates can be wielded to discourage "undesirable" land uses... whatever those might be to a particular community.
All may park. All must pay.
Maybe the school district needs to leverage their valuable real estate and community stature to provide more services in those buildings that encourage families to move nearby.

In 2018 I said cities had about ten years to price private driving before AVs arrived. It's 2026. The robotaxis are showing up on schedule. I'm still for the fleet model including transit, and still waiting on the cities.
