Video from the Coconino County Elections Department titled 'What is UOCAVA?' It opens on a navy-and-teal title screen decorated with a red envelope, an American flag, and the Coconino County Elections Department logo. The video then explains that the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), enacted by Congress in 1986, allows certain citizens to register and vote absentee, listing that it covers members of the U.S. Uniformed Services and merchant marine, their family members, and U.S. citizens residing outside the country.
