The consulate says REFUSED. The rule says RECONSIDER. 22 C.F.R. § 42.81(e) requires reconsideration when evidence within a year tends to overcome the immigrant-visa refusal ground.

A missing civil record need not derail an immigrant visa case. If the document is genuinely unobtainable, a consular officer may accept satisfactory alternative evidence.
